The Jersey Chamber Weekly Update
Dear Subscriber,
As we gallop towards the weekend, some organisational welcomes and thank yous to those within Chamber, and maybe a small insight to our set up. It was the Chamber AGM with our annual report this week, and a full to capacity lunch with the Chief Minister speaking. so a good time for us to reflect on a busy week and year.
It is the second of a three year term for our President Adam Budworth and Vice President Daphne East. Joining the Executive team as a Co-Vice President is Lee Madden, alongside Donna Wagstaff our new Treasurer. In our Committees we have Tim Crowley leading on the Visitor Economy, Nigel Holiday, chairing Retail and Eliot Lincoln heading up the Chamber Digital Committee. Simon Mathews chairs Building, Housing and Environment and Leonie McCrann is chair of the Employment and Skills Committee. Working with the IoD we are also developing a NextGen Committee, which will begin shortly. It is very much worth nothing that all of the above, and all on their committees, are volunteers, committed to bettering their sectors on industry and improving the island for everyone. Working alongside them, seeing their passion and experience add value to our discussions with our islands politicians and Government officers, is a privileged place for me, so thank you.
Making it all happen in our small executive office is Flori and Daisy, who get the unenviable task of supporting me and keep the committees, our engagement and all of our events operating in a seamless way. Added to this Lauren ensures that our social media output stays on point. For a big organisation we certainly are are a small team and it is another opportunity for me to say thank you to them. Just a quick snapshot of the teams who keep Chamber doing what it does.

Corporate Tax Update - Remember to File The 2023 Income Tax Filing deadline is approaching for Foundations, Clubs, Associations, Co-Operatives and Incorporated/Unincorporated Bodies. The deadline for filings for these entity types is midnight on Wednesday 31 July 2024. Family-friendly zone for UEFA Euro 2024 Play-Offs From Saturday 29 June, Islanders will be able to enjoy watching the knock-out stages of the UEFA Euro 2024 competition at a family-friendly zone in Howard Davis Park.
Following the Barriers to Business report, which was commissioned by the Government of Jersey and undertaken by Jersey Business in 2023, Jersey Customs and Immigration Service (JCIS) and Jersey Business (JB) are pleased to be working together on a joint initiative to address issues relating to customs processes, which were raised by local businesses during the consultation. Working with The Resolution Centre, JCIS and JB will be holding focus groups for businesses during July and September to better understand the issues encountered by local businesses when importing and exporting goods. The objective is to identify areas of improvement or ways to streamline the process, wherever possible. The focus groups are structured to be reflective of the market, while respecting your anonymity.

Scrutiny Panel Launches Review into Draft Unlawful Public Entertainments (Jersey) Regulations 202- |

The Economic and International Affairs Scrutiny Panel (the Panel) has launched a review into the Draft Unlawful Public Entertainments (Jersey) Regulations 202-, including the extension of the current regulations to July 2027. The primary purpose of this legislation is to establish a framework by which public events in Jersey can be managed in a safe way with a minimum of disruption to the public. The main objectives of this review are: During June 2024: - Conduct public hearings with key stakeholders regarding the Draft Unlawful Public Entertainments (Jersey) Regulations 202- and question the Minister for Sustainable Economic Development during the quarterly hearing on 4 July 2024.
- Call for evidence to gather views from stakeholders in the events industry and on the permit system.
By 11 July 2024: - Review the Draft Unlawful Public Entertainments (Jersey) Regulations 202-.
- Investigate extending the Unlawful Public Entertainments (Jersey) Regulations 2022 to July 2027.
- Report findings to the States Assembly and make recommendations to the Minister for Sustainable Economic Development or the Council of Ministers.

Panel Launches Review of Government’s New Healthcare Facilities Programme Following the establishment of the Hospital Review Panel in May this year, the Panel has launched a review of the Government’s New Healthcare Facilities Programme, which will continue the work of the previous Future Hospital Review Panel and address the funding proposals for delivery of Phase 1 of the Programme. The key issues the Panel will explore are governance and risk, the methodology for the programme including compliance with the Corporate Portfolio Management Frameworks (‘CPMO’), financing of the Programme and whether the Programme meets the healthcare needs of Jersey. The main objectives of the review include: - Monitoring progress of the programme to serve best interests of the public.
- Determining the existence of a healthcare strategy and evaluating how it informs the programme's delivery.
- Assessing the development of a workforce strategy and its impact on the programme's delivery.
- Analysing risks associated with the current healthcare estate and the programme.
- Evaluating the objectives of Phase 1 of the Programme and monitoring progress throughout 2024 (full proposals have not yet been received).
- Examining programme reports and the mandate presented to the States Assembly.
- Monitoring ongoing governance of the project to ensure top outcomes.
- Tracking government expenditure on the project.
- Holding Public Hearings prior to the States Assembly debate on the Government Plan 2025 – 2028.
The Panel requested an initial programme update briefing with the Minister for Health and Social Services on 7 June, with scheduled briefings to take place on a six-weekly basis thereafter.

As Chamber members are aware we currently supporting Kezia’s Fund.
Kezia’s Fund was set up to support initiatives promoting good mental health amongst children and young people in Jersey. It provides grants and support to organisations that are working to address the issue of rising rates of poor mental health.
One of the primary fundraising events for this fund is Run for Kezia, an event which attracted 800 participants last year to run or walk over the choice of 3 distances (2k, 5k, 10k). The event is being held to coincide, again, with World Suicide Prevention Day on 15 September.
We would like to encourage all members to consider signing up (it is not competitive, timed and it is not necessary to run) and to encourage their families, friends and colleagues to sign up too: Kezia's Fund
